How to apply.
- There are two application ‘routes’ available to customers: firstly, applications can be made at a local authority school for those people who already have an Accord card; secondly, for everyone else, applications can be made at any Customer Access Point.
- The customer should be advised to complete the National Entitlement card application form (the form for those aged 11 – 25) and provide the necessary supporting evidence, i.e. a ‘validated’ passport size colour photograph, proof of their name, address, date of birth.
- Further detail regarding the validation procedures are given on the guidance documents provided by the Scottish Executive and Young Scot and in this document.
- For those applicants who have not previously had an Accord card, they should also complete the Accord Terms & Conditions form.
- Once the customer has completed their application form and Terms & Conditions form these must go to either an ACC school or a customer access point for to get their application checked/ validated – posted applications cannot be accepted.
- Applications will be posted to the Accord office (either via internal mail or using the Accord pre-paid envelopes) for processing. The cards and rail vouchers will then be produced and issued directly to the customer.

What will applicants receive?
- In order to access all benefits and concessions offered by the scheme and the National Entitlement card, the customer will receive three separate items (in the same envelope), these are:
- National Entitlement / Accord Card
The National Entitlement / Accord card are combined in one (as with the free bus travel scheme for older and disabled people) and can be used by the customer to access local services (e.g. used as a library borrowing card). Also, the card will carry the Young Scot logo (if they opt for this) which allows them to receive a variety of discounts and will carry a PASS hologram which means that it can be used by the cardholder as proof of age.
One side of the card will have the usual blue Accord livery, and the national side of the card will look like this:

- IMPORTANT: This should only be used for the purposes stated
above, and can not be used on buses/ trains as proof of entitlement to a concessionary fare.
- Bus Concession Card
- Young Persons Rail Card Voucher
In order to show entitlement for the concession fare on buses throughout Scotland, the customer will also receive a Bus Concession Card. This should be used as a ‘show and go’ card on buses. This card will be blank on one side, and the other side will look like this:

In order to get a concession fare on trains, the customer will be issued with a voucher that they should take to the train station to exchange for free a Young Persons Rail Card. When using their Young Persons Rail Card they must also present their National Entitlement card.
